The largest investment in transit and transportation in Metro Vancouver's history was approved by the Mayors' Council on Regional Transportation and the TransLink Board of Directors has set the stage for unprecedented increases to transit service. With the investment, our Enterprise is tasked with creating greater efficiencies and building our technology to support the advancement in our transportation system.

As such, Translink is currently looking for a Senior Program Manager, Systems Engineering to join the systems engineering team to provide expert level strategic technical leadership on various systems' programs.

The Systems Engineering department is responsible for delivering projects for the British Columbia Rapid Transit Company (BCRTC, or SkyTrain), Coast Mountain Bus Company (CMBC) as well as other stakeholders within the TransLink Enterprise. The department exists to deliver a structured approach to the identification, design, realisation and cutover of complex system solutions.

KEY ACCOUNTABILITIES

  • Develops strategies, plans and tactics to support highly complex technical elements of transportation service systems.
  • Carries out the most complex technical elements of the work, involving expert level diagnostics to assess considerable challenges and issues; and breaks new ground in the development and implementation of innovative solutions.
  • Applies an expert level of judgement to balance risk, cost/benefit, and other technical, operational and business considerations in the development of innovative solutions.
  • Leads consultation and facilitates resolution with senior leaders and other key stakeholders, providing expert advice and information on the most complex challenges and issues.
  • Develops and implements the necessary controls to identify and mitigate risks, and minimize interruption of services. Alerts senior leaders to critical risks as they emerge, making recommendations for corrective action.
  • Develops reports and presentations on status of highly complex technical elements of transportation service systems, to ensure senior leaders and other stakeholders understand risks, options and potential solutions.
  • Develop technical standards and practices for highly complex elements of transportation service systems.

MORE ABOUT THE POSITION

Experience with TransLink’s existing systems, particularly SkyTrain systems is preferred, although experience in automated train systems with other agencies would be beneficial as well.

Familiarity with Systems Engineering principles is required, specifically the Systems Engineering lifecycle such as requirements definition, concept of operations development, design, verification and validation, testing and commissioning, operations and maintenance, and decommissioning.

Successful candidate will be required to manage a team of technical staff and collaborate closely with project managers for capital project delivery.

  • Supervisory Control and Data Acquisition (SCADA)
  • Fire Life and Safety Systems (FLSS)
  • Power Supply and Distribution system
  • Closed-Circuit Television Systems (CCTV)
  • Broadway Subway Project (Systems components)
  • OMC4 Project (Systems Component)

Requirements

QUALIFICATIONS

Education & Experience:

The competencies for this position would be acquired through completion of University degree in Engineering and/or Business, a Professional Engineering designation or eligible to register as a P.Eng. PMP certification is also required. Requires 8 years of previous experience in full cycle engineering project management for large and complex programs or projects.

Other requirements:

  • Expert knowledge of the principles, theories, concepts and practices of project and program management.
  • Advanced leadership skills to provide coaching, development and performance management to reporting staff.
  • Advanced interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, including negotiation skills as they relate to contracts and resolution of contractual issues.
  • Advanced analytical thinking and problem-solving skills, to resolve critical and high impact issues.
  • Advanced financial acumen to allow for effective planning, management, and expenditure of operational and capital costs.
  • Advanced time management and organization skills to balance and coordinate effort across multiple, concurrent activities.
  • Advanced verbal and written communication skills.
  • Solid technical skills in business and project management computer applications and databases.

TOTAL COMPENSATION PACKAGE

The salary range for this position starts at $116,681 per annum.

The Total Compensation Package includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan.
