The South Coast AQMD is seeking an experienced Supervising Air Quality Engineer to lead the Field Testing and Method Development unit of our Source Test Engineering department.  Source Test Engineering is an essential department in our Science & Technology Advancement office.

This Supervising Air Quality Engineer position is responsible for the supervision, review, and approval of staff work assigned to a unit that provides source test protocol and report reviews, and Continuous Emissions Monitoring Systems (CEMS) certifications.  This unit provides technical support for source testing-related inquiries, and is responsible for in-house testing for rule development and responds when high community air monitoring results occur.  Additionally, this unit participates in rulemaking, enforcement, legal, and permitting activities, and also develops source test methods.

As noted below in the Minimum Qualifications section, this position requires either one year of experience in Source Test Engineering at the South Coast AQMD as a Senior Air Quality Engineer OR one year of experience at the Senior Air Quality Engineer level AND two years of professional source testing experience at the Air Quality Engineer II level.

This class is distinguished from other Air Quality Engineering classes by its responsibility for managing assigned programs and supervising engineers engaged in permitting, air quality analysis, rule development, and source testing functions; directing assigned programs and specific air pollution projects; and performing engineering reviews of complex processes and equipment.  This class also has the responsibility to review and give final approval for Authority to Construct and Permit to Operate.



Supervises a professional staff unit; plans, organizes, trains, assigns, reviews and evaluates the work of assigned staff, prepares performance appraisals, and provides technical and administrative supervision, support, coaching and guidance, as necessary.

Supervises technical and administrative programs to ensure that all established goals for the section are accomplished within a specified time period.

Reviews and approves staff analyses and recommendations regarding changes in industrial processes and operations, the addition of emission control equipment, or a combination of these, to determine if emissions will be adequately controlled.

Supervises a source test section in sampling and testing, and the preparation of test protocols and emissions reports from industrial and commercial sources, and in evaluating and approving continuous emissions monitoring systems and test protocols and reports submitted by testing laboratories.

Supervises the review of permit applications for acceptability, emission inventory studies, the evaluation of industry shutdown schedules, and various other administrative studies.

Maintains current knowledge of technical developments in the field of air quality control, and prepares or supervises the preparation of reports.

Meets with governmental, corporate, and industrial representatives and consulting engineers to discuss the more controversial findings of subordinate engineers relative to permit application evaluations, and to discuss modifications required to comply with South Coast AQMD rules, regulations and source test methods and results.

Testifies as a technical expert at public hearings, court hearings, and before the Hearing Board.

Acts for the manager, as needed.




In addition to the Minimum Qualifications which follow, the most competitively qualified candidates will also possess:

  • Significant knowledge of and experience with source test engineering programs.
  • Experience leading and/or assisting the development and implementation of source testing evaluation programs. 
  • Experience leading and/or assisting the development and implementation of field source testing programs.
  • The ability to communicate complicated technical information in a public-friendly manner.
  • Training and experience that demonstrates thorough knowledge of South Coast AQMD’s rule development process, including experience providing input into the process.
  • Experience developing, implementing, supervising, and tracking the progress of source test engineering initiatives.
  • Ability to supervise, implement, and track the progress of programs and innovative solutions to improve efficiency and productivity.
  • Significant experience utilizing statistical or data analysis methods to research and extract data, and to prepare written reports, position papers, graphs, charts, or statistical summaries, to present findings and recommendations. 
  • Ability to successfully manage projects with multiple, competing priorities and tight deadlines.
  • Ability to testify, if needed, in Hearing Board cases for variances, appeals and Orders for Abatement, and to work with staff from other divisions to develop conditions for variances or Orders for Abatement.
  • Ability to identify and resolve complex program and administrative challenges in a fair, impartial, and professional manner.
  • Exceptional leadership, oral presentation, and written communication skills.
  • California State Registration as a Professional Engineer.


EDUCATION:  Graduation from an accredited college or university with a bachelor’s degree in chemical, mechanical, environmental, metallurgical, petroleum, or other related engineering field. 

EXPERIENCE (Source Testing Specialty):

One year of experience in source testing as a Senior Air Quality Engineer.


One year of experience as a Senior Air Quality Engineer AND two years of professional source testing experience at the Air Quality Engineer II level.

SUBSTITUTION:  A master's degree from an accredited college or university in one of the above-listed engineering disciplines, or other related engineering field, may substitute for up to six months of the required experience.

KNOWLEDGE OF:  Federal, State and local air quality rules and regulations; practices and principles involved in air pollution control processes, including engineering design, petroleum, and chemical processing; practices and principles involved in air quality analysis, including mathematical modeling, statistical analysis, and computer programming languages commonly used in engineering; PC software applications commonly used by professional engineers; technical air quality operations of commercial and industrial plants and petroleum processing facilities; principles of environmental law and civil procedures; State and federal mandated standards, policies, and procedures; principles and practices of project management, supervision, training, and budgeting; and recent developments and sources of information on air pollution control related activities.

SKILL OR ABILITY TO:  Plan, organize, train, assign, review and evaluate the work of professional staff; perform complex engineering analyses and reviews of air quality processes and systems; interpret and explain South Coast AQMD rules and regulations and other complex rules, regulations and technical information to technical and non-technical government, business, and media representatives and others; work with industry, government, media, the public and South Coast AQMD staff to effectively administer South Coast AQMD rules and resolve air quality problems; develop and implement engineering review work systems; analyze and solve complex air quality engineering problems; use PC software applications commonly used in the field and the business environment of the South Coast AQMD; read, understand, and follow verbal and written directions; communicate clearly and concisely, both orally and in writing, including speaking before groups, organizations, and professional meetings; and establish and maintain effective relationships with all those contacted in the course of work.

LICENSE:  Possession of a California Class "C" Driver License and a good driving record may be required.
