Position Summary

The Managing Director provides leadership and oversight of the planning, development, implementation, and administration of all initiatives of the Engineering, Infrastructure and Transportation Departments. The position will play a vital role in directing and overseeing the work of these departments whose responsibilities include the implementation and continual progress of the approved 2019 Bond Program of approximately $423.7 million.

Direct Reports: Engineering Director, Streets Director and Transportation Director

 The salary will be commensurate depending on qualifications and experience.

Essential Job Functions

  • Develop, implement and monitor strategic plans, departmental goals and objectives focused on achieving the City’s mission and Council priorities.
  • Advise the City Council, City Manager, citizen groups, contractors and others on departmental matters and objectively review and handle citizen inquiries as needed.
  • Monitor developments related to public works and capital projects, evaluate their impact on City operations, and implement policy and procedure improvements.
  • Assist in the preparation of any new City ordinances and the revision of existing ordinances.
  • Represent the City in negotiations with other agencies, groups and individuals on a wide variety of issues pertaining to public works activities and programs.
  • Maintain effective public relations and handle community issues in a tactful and courteous manner.
  • Oversee and administer the annual budget preparation for Engineering, Infrastructure and Transportation Departments.
  • Manage and direct the operations of each department to assure that the desired level of service is being provided.
  • Remain abreast of new developments in Federal, State and local laws and regulations.
  • Assess staffing needs through analysis of organizational structure, management and leadership development.
  • Confer with Directors and staff to review, plan, and discuss policies, programs, strategies, and/or other issues of concern.

Minimum Education & Work Experience

 Bachelor’s Degree in Civil Engineering or closely related field
 8+ years of progressively responsible experience in municipal engineering, project management, public works infrastructure, transportation or related field
 At least five years of management experience at a department head level or higher
 A combination of education, certifications and experience providing the required knowledge, skills and abilities may be considered.

Preferred Knowledge - Abilities & Skills

Education & Experience:

  • Master’s Degree in Civil Engineering or closely related field
  • 10 plus years of progressively responsible experience in municipal engineering, project management, public works infrastructure, transportation or related field
  • Licensed Professional Engineer (P.E.) in the State of Texas, or from another state with the ability to obtain a P.E. license in the State of Texas within six (6) months of employment.
  • Project Management Professional (PMP)

Skills & Abilities:

  • Comprehensive knowledge of the standard practices and procedures of civil engineering and construction, particularly as it pertains to municipal infrastructure including transportation systems and storm water.
  • Knowledge of project management principles to include contract preparation, negotiation, and implementation.
  • Extensive knowledge of the principles and practices of local government operations including budgeting, fiscal management, performance management, program/services evaluation.
  • Extensive knowledge of principles and procedures for developing goals, objectives and management plans
  • Excellent communication skills both written and orally
  • Effective negotiation skills to address and resolve complex issues and facilitate consensus with tact and diplomacy
  • Effective leadership methods and supervisory skills
  • Ability to analyze a variety of complex administrative and organizational problems and make sound policy and procedural recommendations
  • Ability to promote mission, goals, policies and guiding principles and standards of an effective public organization
  • Ability to manage multiple departments and interacting with public
  • Skill in developing and maintaining cooperative working relationships with City Council, City management, business partners, employees and citizens
  • Prepare professional presentations and present to City Council

Licenses & Certifications

 Valid Class C Texas Driver's License

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
